A/C radiator fan won't turn on by itself (rather long descriptive) 700 1990

I bought a used A/C radiator fan on eBay for $26, genuine Volvo, identical part number to one I was replacing that had seized motor.
Also replaced the radiator switch with a new one (push in type, not threaded) from FCP Groton for $10.
Switch had the numbers 92/87 on end that goes into radiator, maybe indicating the temperature it turns on and off? Don’t know.
I started the car and let it warm up real good with A/C turned on, waiting for the water in the radiator to get hot enough to flip the thermo switch to ON and watch my “new” A/C fan start up.
Nothing.
So I wonder, does this fan really work?
I unplug the fan and wire it directly to battery and it starts immediately! That’s good.
I plug it back in and disconnect the two wires to the thermo switch.
I bridge these two wires them together with a piece of copper wire: A/C is turned on and motor is running.
Fan still does not start.
I remember I have a used, spare A/C fan relay in the glove box. Actually, it is the old fuel injector relay I replaced with a new one last year, same as A/C fan relay.
I take the relay out and swap it out.
Fan still does not start by itself with A/C on and motor running.
So I again disconnect the two wires that plug into the thermo switch and this time when I connect them together with a piece of copper wire the fan starts up! A different relay must have helped.
But the fan still doesn’t come on by itself.
My wife needed the car so I had to stop working on it. Any ideas why it doesn’t start by itself? Could the new thermo switch be defective?
