Brake vibration... 200 1992

On my 1992 245 wagon --- the brakes usually work great. Everyonce in a while I will be coming to a slow stop in traffic and I get a weird vibration from my brakes....? Never consistent....just every now and then -- always at slow stops...never at high speeds?

This is my first car with ABS -- but I do not think the ABS should become active on such slow speeds?

Any ideas? Thanks in Advance!
