FI Intake felt ringy things???? 140-160

On either end of the shaft that holds the throttle plate on the Fuel Injection intake manifold there were these little felt rings. I can't seem to find replacements for them anywhere. Any hints, and do these rings hold lubrication for the shafts movement or are they just there to keep the crap out.
