do cheap cats make a droning exhaust sound? 700

I've done a complete cat-back Starla exhaust system replacement, and checked all connections twice. Doesn't seem to leak, but makes a droning sound, not loud, but tiresome, at anything over 2500 rpm. Then replaced the manifold gaskets and one broken stud, and the manifold-to-downpipe gasket. Little to no improvement. I noticed that the cat did not have any brand markings. It seems to be OK, passes the water test, not blocked, not empty. Is it possible that some brands make this kind of sound?
