Power Mirror rattles at hiway speeds 700 1990

Driver's side pwr mirror rattles in the wind. It is noisy, and affects the image quality but not too greatly. All power functions function. How do you address this?

Also this is a 745 T (1990). I live in Colorado and want heated mirrors. Can this be done?

I believe heated mirrors were offered as an option in these years. I read some post that said ALL power mirrors are wired for heat - any truth? What steps do u take?
