What are the symptoms of a bad Idle Air Control Motor?? low idle on startup?? 200 1989

When I start the car, it fires right up...it's just that it doesn't rev up enough. It's like it just starts up on the first spark...but with a low limping idle. My car is a '89 240. Reckon it's the IAC?? The ECU has already been replaced recently. How can I check to see whether or not the IAC is workin right? I want to fix this thing so that when I crank it up, it has some life to it!
