Transmission lost traction on cold start 700 1987

My 87 GLE just passed 190K miles, has a ZF type transmission, when the car started with cold engine, the transmission would lose traction, the engine RPM may reach to 3000, but the car could only run about 15 mph. The symptom goes away after couple of miles driving. After the warm up, the transmission runs great. I had suspected clogged filter, and made the replacement. Definitely, I need advice.
