Fresh air for detonation relief

Does anyone know what actuates the flapper valve down inside of the air cleaner box? The one that lets fresh air in or hot air from the manifold. Is it by shear air flow when going down the highway? Because mine doesn't open when you rev it up. Will it hurt anything if I lock this valve in the fresh air position?
