Hard Shift from 1st to 2nd (89 automatic turbo sedan) 700 1989

When hard accelerating, the tach goes up to around 3K or so before shifting down, and it shifts pretty hard into 2nd. The other gears go much smoother. Is this a normal thing with 740's? I have read about the kickdown cable, and I wonder if adjusting that will help smooth out the shifting.

Now if I drive like a grandma, the 1-2nd shift is not as hard.
