230f cylinder head:how much warp is too much warp? 700 1990

My local machist says he won't mill if warp long way is over .025 my manuals all say .040 is do-able. The head is warped by .030, i know he does not like volvos so i am wondering if he's fibbing to save working on it?
any info greatly apriciated. (and yes i have been searching the board, can't seem to find related posts) car is a 1990/ 740 / B230f
