why is fuse number 10 always hot/ 200

I have an 1988 240dl with out power windows. I want to add them, and I see that there is a place on the fuse panel to do such. I noticed that that fuse for the powerwindows is hot even with the keys out of the ignition. would this mean that the windows would always be powered even with out the key, or is there something that I'm missing?
