A/C not working 200 1991

No cold Air. Compressor clutch pulls in, and releases soon after. Waits a few seconds and tries again. Does this mean low on refrigerant?
System is still R12. May be time to convert. I don't have the time or equipment.
Interested in experience people have had with having the conversion done. Specifically cost, and things to watch out forso you don't get ripped off.
