Gas mileage of Turbos 900

When browsing the EPA's fuel economy website, I was shocked to see that the gas mileage ratings of 740/760/940 Turbo models were quite low. One year they are rated at 18/21 mpg, the next they have 19/24 ratings. Even though they're four-cylinder engines, any explanation as to why the mileage is low? They're certainly not at Camry or Civic levels...
