heat/ac blower motor has all speeds, but 700 1990

where is the air. It doesn't matter if i'm on defrost, vent or floor I can hardly feel the air. I would think that if it was a vacuum damper motor problem the air would come out of 1 of the 3 selections. Also the first coil visible with the fan motor removed is clean looking. I made it through the heating season ok but I would love to have AC. Any help appreciated. Thanks Joe
