The Fuel Meter wont work 700 1991

The fuel neddle in my 740 is stuck just above the empty mark (even with a full tank). When i turn the key to start the empty tank light comes and the needle moves from the dead position to just above empty. After ignition the light goes out and the fuel needle stays near the empty mark. I am also having problems with the odometer and speedometer.
I'll appreciate any help.
