Wiper stay on if ignition on? 700 1986

One of the many, many problems with this car I just acquired is that I had to pull the fuse for the wipers and horn, because the wiper motor runs all the time. It doesn't move the wipers, but I found that was simply loose nuts holding the wiper arms to the studs. So I've got to figure out why the wipers won't shut off. Is there a relay for the wipers? Or do I need to take apart the wiper motor and clean up the circuit board?
