Fuel leak, rough idle, car stuck at parents' 200 1987

I was about to drive back to my apartment last night, and noticed a strong gas smell around the back of the car. After some looking around, I found a leak coming off the passenger side of the gas tank. There were two bolts (looked like they attached it to the car) going through the tank flange, and also a hole between the two, closer to the second bolt. It looked like this hole was leaking, and there was another hole, off center, on the other side of it (meaning above it). A similar hole is on the other side (driver's side) of the tank, with no leaking. Right now, i'm thinking that there's either a leak on the flange near that hole, or it's an in-tank pump issue. Could it be the in-tank pump? Is that where a leak would be seen if something was wrong with it?

Also, the car has been having problems at idle. It stalls immediately after start-up, and continues to stall until warmed up. When warm, the car still has a rough idle. The tach shows a lower rpm reading, and the car kind of twitches about it's vertical axis (draw a line from the ground to the sky directly in the middle of the car, and turn about that line).
