Fuel Gauge 700

My fuel gauge fluctuates all over the place, is this a faulty gauge? Occurs with tank full, or any where in between. Could this be something else...electrical or something in the fuel tank? Does not affect operation just have to keep an eye on fuel consumption. Thanks for any info.
