Start but no idle K-Jet 200 1981

I'm still at it, trying to get this car together. Had a no start issue few days ago, main fuel pump was stuck, rapped with a mallet it started up again. Car has been running very well since then, though idle is still a bit rough. This morning on the freeway, car cut out again, I was able to get to a wide gravelly area so I wasn't right on the shoulder. Rapping on the fuel pump didn't solve it this time. So I replaced the main fuel pump (fun laying in gravel alongside Interstate 80) but still start but no idle. Jumped the relay connector, and the main pump runs, but I couldn't hear the in tank pump, even putting a screwdriver to my ear and the gas tank. Now the freeway was very noisy, so I might not have been able to hear it anyway. But the car is still alongside the freeway, I'm waiting for a friend to come over to go retrieve the car.

So I'll check the pre pump, but if this is not it, what might the next likely suspect be? Warm up regulator? I figure the fuel pressure just isn't high enough for whatever reason. I still haven't bought a fuel pressure test setup.
