Fuel tank - Filling her up 700

IS it possible for my fuel tank to have an air lock ?

When filling petrol, the fuel bowser clicks and cutts off indicating a full tank.

If i withdraw the fuel nozzle 4-6 inches and continue to fill petrol the level in the tank rises and then settles again........this goes on for about 6-7 Litres.

Is there some sought of expansion tank that i am filling ? (this may explain it)

Normally I wouldnt be too bothered about this but I want to measure my cars fuel consumption with some reasonable accuracy
