WasteGate Actuator Parameters & Turbo signal 700

Hi all

My Vac/Boost guage only reads 5, i am suspecting some Vacuume leak
But could a Wastegate Actuator be the problem?
it's a 88 760
the Actuator is on the top front of the turbo
and the three oil/coolant lines bolt in the middle of the Cartrage carrier

cant find the page with pic's from John Sargent of turbo's
