Timing way off, distributor won't turn in block. 200 1980

I've got Susan's car pretty much back together after replacing the head
gasket. Started fairly well and seems to run OK but it kicks back against
the starter and the timing mark is nowhere near, probably WAY advanced.
(Possibility that aux shaft may be off one tooth - its mark is invisible)
So I am trying to set the ignition timing and loosened and eventually removed
the bolt that holds the distributor down. It was MIGHTY dry to say the least
and there is a little rust around. Even with the distributor hold down bolt
out and penetrating oil liberally applied, I can't get the distributor to
move either way. I have tapped on it some but very little (or no) apparent
motion. I'm planning to add more penetrating oil and continue efforts to
turn it. Any suggestions? Is brute force a viable alternative in this case?
It would be on a B18/20/30 but I have never timed a B21 before.
