Gas Gauge Needle won't move up anymore 200 1986

Folks,
My gas gauge worked for years. Now the needle is at the bottom of the gauge and won't go up eventhough the tank is full. The temp gauge is acting the same way. Is there a ground wire that needs cleaning and how do I get to it? Everything else on the instrument cluster is OK.
