Failed NOX 200 1982

Well, my 82 (LH 2.1) failed NOX by a wide margin, again. I'm ok as I got a waiver. Car runs well, no vacuum leaks, AMM is new, plugs etc spot on. I'm thinking the converter is the culprit, but I can't remember or find if the 82's came with the 3 way cats. I'm figuring only the 3 way cat will reduce NOX, HC and CO are OK. Any thoughts are appreciated.
