NO overdrive ,940 turbo sedan 900 1992

Greetings,
92 940 turbo sedan, about 145k miles , wont shift into overdrive only 3 gears working, removed solonoid works ok , cleaned w. brke cleaner etc. removed drain pan to look and cleaned out, added some synthetic atf. solonoid clicks and wont pass fluid and then opens up seems ok. anyone know the fix short of rebuild?? round rubber rings seem ok on solonoid etc.
can overdrive be fixed w/o teardown or trannie removal,also car has been used for some towing,
any help appreciated,
