Water Leak Through Cowl Vent In 242 200

My daughter's 1978 242 has a water leak. A running water hose placed over the fresh air louvers at the base of the windshield results in water streaming into the driver footwell. So I have identified where it's getting into the car from, but not why. If you have a solution I would appreciate hearing about it. Hopefully the solution doesn't involve removing the dash.
