Overdrive Solenoid Wire Fix 200

Saw this in a post:
"Classic symptom of a chafed, bare wire heading to the solenoid. When it touches ground, POOF goes the fuse."
My 89 245 OD is not working and I found a wire with a small white cylinder on the end hanging next to the trans. Had time for only a quick look and did not see the solenoid. I assume this wire attaches to the solenoid. No blown fuse. What's the fix for this, can I reattach? Where is the solenoid on the trans?
I also found Don posted a pic of the relay, but I couldn't tell where it was, under the passenger dash?
