Very spooky engine idol rev's 900

Dear all again,

Would anyone know why the engine revs up from 750 RPM to 1000 RPM or sometimes up to 1500 RPM.
When the car is standing still and in natural and my foot is off the throttle pedal, as i make the car start to free roll the engine starts to rev from 750 RPM to about 1000 RPM or 1500 RPM, but as soon as i brake and stop the car, the revs come down to 750 RPM, i don’t touch the throttle what so ever when this happens. also this happens when i am driving and coming up to a junction when i take my foot off the throttle and put it in natural, the engine is revving like mad until the car is stopped still then the revs come down to normal. Anyone got any idea why. ????????????????????

It will not tick over very well. Tick over flutters between 750 RPM to 800 RPM

Ps. I have checked all hoses, breather pipes, and some valves. I have serviced the car.

Volvo 940 GLE 2.3L, estate, catalizer, unleaded fuel
Non-turbo
Manual gear box
ABS
(H) Reg 1990
189K on the clock
