Running light - missing? 900 1993

Hi,
wife went and got the wagon inspected, they wanted to 'fix' the running light bulb on the passenger side because it isn't working. Well, she figured I could do that, and normally I'd agree, but I pulled the panel from inside the back and there is no bulb carrier or wire going to the running light (the top socket) It's actually blocked off, covered with a plastic plate that I did not dislodge. So, how come it works on the driver's side? Well, there's a bulb there, and there's a wire going to it... how 'bout that? Has anyone remedied this to have running lights on both sides? Is it standard to have this situation? Thanks for any input.
