Mystery Number Plate 200 1990

I have a 1990 240 DL Wagon
There is a plate directly behind the hood latch that is held on with two screws.
It is painted the same as the body color. It is approx. 1.25" x 2.75" in size.
It has the Volvo logo followed by No. 863975

This number does not correspond with my VIN. I cannot find a reference to this plate in my Bentley manual.

What does it mean?
