A/C fan relay/thermosensor question 700 1989

A/C fan doesn't work at any time.

When I disconnect the thermosensor (plugged into rad) and jump it, the fan works although it stays on either on A/C settings or not.

Initially I was convinced it was thermosensor. I replaced thermosensor with a working one (apparently, need to verify with meter) and still nothing.

I dismissed it was a relay since my manual, which covers up until 1988, didn't show a relay. Of course, mine is a 1989.

Does this sound like relay? Thanks in advance.
