power seat question 95 850 wagon 900

My power seat recline no longer reclines. All other adjustments work and I can hear the motor working but the seatback will not move. A visit to the local Volvo dealer (thieves) said that a belt came off and wanted $300 to fix. Is there any way I can fix this without tearing out my front seat?
