Headlight/Taillight no comey onay, but pass to flash works...(scratching head) 200

What gives here. I turn the headlight knob on and nuttin. No taillights, no headlights, nuttin. Brake lights are fine. Is this a relay problem or the headlight switch itself? If a relay, where the heck is that thing?
