Volvo 960 Wagon, feels unstable at high speeds, is it shocks, suspension?? 900 1995

Hi I have a 960 Wagon and recently, the steering has been less percise than normal. In Jan of 2004 I put on new tires...195 R60 15 Good Yr. Eagles..top of thier line. The ride was a bit hard and they had a lot of rd. noise. Also, they didn't feel stable, if you turned the wheel side to side at 60 it felt so unstable that at times it would frighten me. I had the rear shocks replaces in 2002 and have only put 30 k on them so, I wouldn't think it would be that but, they where not org. volvo shocks. So, I thought it may have been the tires so, I upgrade to Yakahama 205 r65 15's. The rd. noise went away but, one the problem got worse...It was as if since the tire was slightly bigger the problem got slightly worse. I feels as if it may need an alignment but, I would think it would feel so unstable. I took it to a place in Pasadena CA called Independent Volvo and they said, the car needs new link arms and bushing but, that if those were replaced, the problem would sill be pressent. So, they looked at the problem..diving it over and over again and think if we replace the rear shocks, this my be the cause. However, my friend has a 960 wagon and his rear shocks are out but, this problem is not there. I'm hesitent to replace the shocks and then still have the problem. The guys at independent volvo were very nice and did say if we repalce them and it's not the problem they'd put my old one back on and we'd go from there....can any one help?
