Towing from behind . . . dangerous? 700

I saw something today that made me wonder if the guy was causing damage to his car. A (looked like) 88-91 Volvo was being pushed from behind by another vehicle. Pushed him about 5 miles, because we were all behind them in traffic. Assuming the car being pushed was in neutral, could that have damaged his transmission?
