Fuel pick in 142 140-160

'son's 71 142 fuel pickup doesn't work. However, when I removed it from the tank and touched a grounded surface with the rod the "float" is attached to, the gauge moved to register the amount of fuel. Apparently, grounding is the problem. Can someone tell me how the pickup or sender is grounded and how I can resolve the problem? It's probably simple for you who are familiar with the unit. The Haynes manual I have says nothing about the way the pickup is built or how it's grounded. The problem doesn't seem to be with the way the cover is connected to the tank, since the problem isn't solved by improving that contact.
