Nasty, gross peeling valve cover, can I paint it? 200 1980

The valve cover on my wagon looks horrible. It mostly has dirty bare metal, but some sections still have this flaking yellow/gold paint on them. Makes the whole engine look gross (the rest being relatively clean). I thought it would be good to remove the cover and paint it a matte black, just like the strut braces I have installed. Is this as easy as it sounds? I thought to use a metal enamel out of a spray can, but do I have to worry about temperatures peeling or igniting the paint? Do you have to use something special? Also, after the paint, is reinstallation critical? I don't have a torque wrench, how important is it for the valve cover bolts to be at a specific pressure? Thanks!
