vac advance/retard and timing 200 1976

76 240 B21F engine, California, manual calls for 15deg BTDC

I noticed that idle speeds up when I diconnect the vac line from my distributor to check and set the timing. Is this normal? - an experienced mechanic friend suggested that this is a sign of a grossly ill-timed engine. Reading some of the archived posts here, however, I'm not so sure that he's right for my engine. Does the vacuum actually retard on this setup?

Also related:
What is the correct procedure - disconnect and plug vac line to distributor, THEN set idle speed, THEN check and set timing? Or is idle speed set under normal operating conditions (vac line hooked up to distributor)?
