94 940 Turbo steering problems and crank sensor labor costs 900

My Volvo is shaking from the front end. I can feel in the steering wheel and the seat and it is getting worse. It is worse at low speeds than higher ones. I had the tires balanced and got a mumbled response back from a mechanic about possible rack & Pinion problems.

If the problem turned out to be Rack & Pinion, can this be replaced by an indivdual? Someone with tools and a little knowledge?

Also, if you know, I recently had a local mechanic replace the crank sensor. I bought the part and took it him and was charged $240.00 labor. Checking into this seems like this was a riduclous amount, what is your opinion?
