Mysterious fuse instantly blows fuel pump fuse. 700

Hi everyone,
I had the fuse/relay panel out the other day and noticed
an empty fuse socket, it wasnt part of the fuse block, it
was seperate only attachment were wires.

So I decided to put a fuse in there considering that, maybe
(wishful thinking) it would fix either my ac not working or
my central locking not working that had not been working for
about 7 months.

With a fuse in there, and attempting to start the car, It
instantly blows the fuel pump fuse.

I am a bit curious as to what that fuse socket does? maybe
some test thing? Thanks,
