89 240DL auto won't go into OD 200

The o/d button is loose on the shifter and the O/D light stays on. I don't know much about volvos *all my other vehicles have been american or japanese* and I would like to get some insight as to how much work it is before i get in over my head. I'm tired of getting 18 mpg on the highway....
