Idle problem until engage tranmission 900 1991

My 91 940 has an idle problem where it wants to stall (goes to near 0 rpm) until I engage the transmission holding the brake and giving a little gas. Is fine after that. If I rev engine without engaging tranmission, the problem will persist. Any ideas, such as cleaning throttle control valve?
