waste gate stuck --- can you lube it? 200

My waste gate rod is stuck.

I can't get it to budge at all. Naturally, the whole turbos coated with rust. Any way to lube it up so it'll work again?

My boost currently soars into the red if you keep you foot into it. Not a good thing to have.

The small rubber hose seems okay by the way, with no cracks or tears.

Can some WD40 do the trick?
