Frequency Valve, Constant Idle, No-Start Intrigue - Turbo 200

I had been having problems, that seemed big at the time, with getting my 82 Turbo to start. After diligently testing throttle position switch, temperature, and CIS motor as advised by my friendly Haynes manual, I pulled the CIS control unit for dissection. Without the control unit, the car behaved exactly as it had with the thing hooked up.

- - - Two Weeks Later - - -

I went to start the car and got absolutely nothing. Battery was completely flat. Tried to jump it with the 850 and noticed that, upon attaching the jumper cables, the frequency valve started up its merry buzz... with no key in the 240's ignition. I plugged my CIS control unit back in, and the valve stopped buzzing (note that the battery was still connected at the time). Still, the engine didn't fire.

If it's any help, when I turn the key to the last position before crank (all the lights on the instrument panel and I _think_ usually the fuel pump starts) no current was headed to the fuel pump.

I don't understand the correlation between these events, and need your help!
