timing belt replacement 700 1990

hi and thanx for any info you can give. i have a 740 gle dohc auto tensioner. does the timing mark on the crank pulley line up at 0 degress and does the rotor point to no. 1.Ihave the cam lined up and balance belt done but noticed that marks on the diagram @ brickboards show marks to lined up with crank at 6 o'clock. is this just for lining up the balancer belt.
