OBDII Scanner and software 900

I have contacted Harrison R & D, Houston, who has a device and software for OBDII and they say it is up-to-date technology for use with a PC or laptop.
It costs little more than the economical scanners, but promises results equal to the much more expensive portables. Anyone have experience with this? Any comments re DTC's and use Volvo systems?
