Air Conditioner has quit 700 1987

This air conditioner was converted to R134a in May 2001. It has worked fine until this year. Now it has stopped cooling. Compressor cycles on and off every 5 to 10 seconds. Pressure on the low side and the high side both read 40 lbs when the compressor kicks on and drops to 20 lbs on both sides and the compressor kicks off. Both sides rise back up to 40 lbs and the process starts over. Any suggestions will be greatly appreciated.
