Engine Racing and Hunting at Idle 200 1981

My son's 81 with CIS K-jet races when you start it up. The "idle" goes up to about 2700 rpms and holds there for a long time, then eventually drops down to about 1000, then goes back up to 2500-2700 rpms. It's crazy. We tested the coolant temp sensor at the ICU and it tested fine. We tested the throttle switch at the ICU and it tested bad, so we replaced it with one from a boneyard. Everything worked fine for about four start-ups. It idled great. Then, ten minutes later, when we were going to take it out for a spin, it started racing again at idle. I swapped out a known good IAC valve, but it did not help. I've also looked for vacuum leaks, but so far have found none. Any suggestions would be appreciated.
