cold transmission problem 700 1990

I have a transmission that doesn't seem to "catch" until the car reaches normal operating temp and then its fine. I have checked the fluid and changed the transmission filter to no avail. The symptoms persist. The pan looked good with no real amout of anything and the magnets had only a sparce amount of debris on them. Does anyone have any suggestions or is it as bad as I think.
