wobblin' brick 200 1986

Has anyone ever heard of a low speed wobble being associated with tire plugs? I recently had a tire plugged due to a puncture from a nail (yeah I know it sucks as a fix, but I am limited in funding). But now I have developed a wobble at low speeds (under 20 mph) . On the highway the car rides fine but the wobble is def noticable creeping in traffic. My first thought was that the jerk at the gas station didn't tighten all the luggs properly and that the wheel was moving. i checked and all are tight and well. anything eles that can cause this? could the plug have caused the tired to become so far out of balance that it was noticable? and if so why only at under 20mph and not at higher speeds? I am off to retension my new timing belt and pull the stearing wheel to find the source of my semi-funtional turn signals...
